The IHB has received a request from Pakistan, as detailed in the attachment, to determine the definitions of "Historic Bay" and "Historic Water".

In the attachment I also set out the current S-32 definitions of "Bay" and Historic Bay".

As I was attending an ABLOS meeting I took the opportunity to seek their consideration on this matter. Their recommendation to HDWG is that the existing definition of "Historic Bay" is satisfactory and they do not see any need to define "Historic Water", a term which they have not encountered anywhere else. This recommendation is included in the report of the 18th ABLOS Business Meeting which is currently out for review by those attending the meeting and should be posted on the ABLOS web page by the end of this month.

I therefore propose that we take no further action and that this process is duly reported to HSSC in 2012.
